OCTOBER 2007 MARCH 2008 Progress Report

This Progress Report (Report No. 11) covers the full programming period from April 2007 to March 31, 2008. This marks the end of the third year of LGSPA.

 

Following the delays that resulted because of the election problems in the first semester of the fiscal year, LGSPA has worked hard to catch up and the second semester has been significant progress and results in all the programming areas. The implementation rate increased in the second half of the fiscal year from 35% in the first half to 88% of the revised budget.

 

An overview of progress towards Program targets fro LGUs and the enabling environment over the past three years is included in this report. It illustrates the positive influence the Program has had on local government units and enabling institutions in ARMM, especially in three areas: participatory development planning by LGUs and regional authorities; dialogue and linkages between LGUs, local communities, barangay, and civil society groups; and local economic development taking place in the agricultural sector and halal industry. Several tables detail the progress towards results accomplished during the reporting period.

 

The Program has continued its reporting approach of focusing on the performance of a few representative LGUs and enabling institutions and describing the progress towards targets, examining results information and analysis and lessons learned. Organizations that are both more and less ready for capacity development are included in the report.

 

In particular, the report includes two CD-ready LGUs ? Paglat in Maguindanao and Kapatagan in Lanao del Sur and two less CD-ready LGUs  Parang in Sulu and Gen. Salipada K. Pendatun in Maguindanao. It presents the performance of three enabling institutions  the ARG Regional Planning and Development Office (RPDO), the Department of Interior and Local Government (DILG-ARMM) and a civil society organization, Kudtuntaya Foundation Inc. (KFI). The analysis includes results in all of the focus areas the organizations have been involved in.

 

The report also examines the performance and results of two selected initiatives in the current year the development of the Executive and Legislative Agendas (ELAs) and the support to the regional government for the halal industry in ARMM. It illustrates how Program investments in these tow priority areas have resulted in improvement and change in a full range of areas and how initiatives such as these come to benefit a number of important stakeholders in the local governance sector in ARMM.

 

The thematic arrangements of the LGSPA implementation teams continued to support and strengthen the impact of projects. The effective coordination between the thematic teams and respective projects brought citizen input into the ELA plans as well as their participation in the ELA implementation and monitoring. LGSPA implementation team meetings and the CIDA mid-term evaluation session together with the PSC members were very useful in arriving at a common understanding of the challenges in ARMM and the impact on Program implementation. The valuable input from this process together with the recommendations from the Mid-term Evaluation End-of-Mission Report provided important considerations during the Annual Workplan development for the remainder of LGSPA.
