1. What is LGSPA?
 

The Local Governance Support Program in the Autonomous Region in Muslim Mindanao (LGSPA) is a joint undertaking of the Government of the Philippines and Canada with the goal of supporting the Government of the Philippines and the Autonomous Regional Government (ARG) in their agenda of achieving peace and excellence in local governance.

 

LGSPA believes that strong local governments are the foundation for the development of healthy, inclusive and sustainable communities, and that well-functioning local governments are catalysts for the development of the Autonomous Region in Muslim Mindanao (ARMM) and the Philippines.  

 

LGSPA is committed to the vision of local communities in ARMM where peace, democratic participation, environmental soundness, economic progress, social equity, and development prevail.

 

LGSPA is funded by the Government of Canada through the Canadian International Development Agency (CIDA)

 
 
2. What are the geographic areas covered by the program, and how many LGUs are being supported by LGSPA?
 

The program covers the entire region of ARMM comprised of 111 municipalities, 2 cities (Marawi City and Lamitan City), the 5 provinces of Maguindanao, Lanao del Sur, Basilan, Sulu, Tawi-Tawi, and the newly created province of Shariff Kabunsuan.

 
 
3. What form of support and assistance does LGSPA extend to the Autonomous Regional Government (ARG) and the local government units?
 

LGSPA provides technical, management and funding support to capacity development initiatives and programs undertaken by the Autonomous Regional Government (ARG), local government units and their partners in civil society.

 

These projects are developed within the framework of LGSPA's five key outcome areas and four cross cutting themes and are targeted to address individual and institutional development priorities of the ARG, local government units, and civil society.

5. What are the partner institutions or agencies of LGSPA?

 

The key development partners of the program are the Autonomous Regional Government (ARG), DILG-ARMM, DTI-ARMM, DAF-ARMM, LGU Leagues, local government units in the 6 provinces of ARMM, Peace Networks, CSOs, and the Local Resource Partners (LRPs).
 

6. What are Local Resource Partners (LRPs)?

 

The LRPs are individuals and institutions contracted or partnered with by LGSPA to provide support to the LGUs, ARG, and ARMM-based CSOs in pursuing institutional and human resource development initiatives. They are key to sustainability of LGSPA capacity development in ARMM. LRPs may be national, regional and local government agencies, academic institutions, non-governmental institutions, people’s organizations, private sector groups, training and consultancy groups, other civil society groups, and individual experts and trainer-consultants who provide professional and technical expertise.

 

LGSPA may engage LRP services for activities that include one LGU or several, one initiative or several related activities or a full project. Various terms-of-engagement may be employed including: as resource persons for training or conferences, co-implementer/coordinator, on-site coach, facilitator, co-manager of larger initiatives, etc.

 

7. How do people contact LGSPA?

 

The Program Management Office (PMO) is located at the LANDCO Corporate Centre, J.P. Laurel Avenue, Bajada, Davao City, Philippines.

 

LGSPA has a Field Office located in Cotabato City, and 4 Satellite Offices in Iligan City, Zamboanga City, Patikul in Sulu, and Bongao in Tawi-Tawi.
